Federal Emergency Management Grant Programs

This grant provides funding support for target hardening and other physical security enhancements and activities to nonprofit organizations that are at high risk of terrorist attack. The intent is to integrate nonprofit preparedness activities with broader state and local preparedness efforts. It is also designed to promote coordination and collaboration in emergency preparedness activities among public and private community representatives, as well as state and local government agencies.

For the 2021 fiscal year, $180,000,000 in funding has been made available for qualifying organizations.

  • $90,000,000 is allocated to Urban Area Security Initiative (UASI) for distribution to qualifying nonprofit UASI-designated urban areas.
  • $90,000,000 is divided amongst each state for distribution to nonprofit organizations outside of UASI-designated urban areas.

This grant provides funding to state, local and private-sector partners to help protect critical port infrastructure from terrorism, enhance maritime domain awareness, improve port-wide maritime security risk management, and maintain or reestablish maritime security mitigation protocols that support port recovery and resiliency capabilities.

For the 2021 fiscal year, $100,000,000 in funding has been made available for qualifying organizations.

This grant provides funding to eligible public transportation systems (which include intra-city bus, ferries and all forms of passenger rail) to protect critical transportation infrastructure and the travelling public from terrorism, and to increase transportation infrastructure resilience.

For the 2021 fiscal year, $88,000,000 in funding has been made available for qualifying organizations.

The Emergency Management Performance Grant (EMPG) provides state, local, tribal and territorial emergency management agencies with the resources required for implementation of the National Preparedness System and works toward the National Preparedness Goal of a secure and resilient nation. The EMPG’s allowable costs support efforts to build and sustain core capabilities across the prevention, protection, mitigation, response and recovery mission areas.

For the 2021 fiscal year, $355,100,000 in funding has been made available for qualifying organizations.

The Homeland Security Grant includes a suite of risk-based grants to assist state, local, tribal and territorial efforts in preventing, protecting against, mitigating, responding to and recovering from acts of terrorism and other threats. This grant provides grantees with the resources required for implementation of the National Preparedness System and working toward the National Preparedness Goal of a secure and resilient nation.

For the 2021 fiscal year, $1,120,000,000 in funding has been made available for qualifying organizations.

Together, these three grant programs comprise the Homeland Security Grant Program and fund a range of preparedness activities, including planning, organization, equipment purchase, training, exercises, and management and administration across all core capabilities and mission areas.

State Homeland Security Program (SHSP)

This program provides funding to support the implementation of risk-driven, capabilities-based State Homeland Security Strategies to address capability targets.

  • Total funding allocation: $415,000,000

Urban Area Security Initiative (UASI)

This program provides funding to enhance regional preparedness and capabilities in designated high-threat, high-density areas.

  • Total funding allocation: $615,000,000

Operation Stonegarden (OPSG)

This program provides funding to enhance cooperation and coordination among state, local, tribal, territorial, and federal law enforcement agencies to jointly enhance security along the United States land and water borders.

  • Total funding allocation: $90,000,000
